The bilateral German-Russian project has the objective to provide technical assistance and advice to Russian Ministries and Institutions who are responsible for food safety and consumer protection. The main beneficiary on the Russian side is the Federal Service for Consumer Protection and Human well-being (Rospotrebnadzor). Further partners in the implementation of the project are the working group on technical regulation of the Administration of the President of the Russian Federation, the National Institute for Technical Regulation (NITR), the Federal Center of Hygiene and Epidemiology (FGUS) and the Institute for Food of the Russian Academy for Medicine. In addition, the project is collaborating with the territorial administration of Rospotrebnadzor in the region Perm and the municipality of Togliatti in Oblast Samara on the development of consumer advice offices. The project programme focuses on the advice on Food Safety legislation in conjunction with the Law for Technical Regulation, on food inspection and the improvement of consumer protection by enlargement of the consumer information and consultation.

The project component on food safety legislation includes the elaboration of statements on legal drafts prepared by Russian working groups and institutes. Comprehensive statements are prepared on horizontal technical regulations such as for the basic technical regulation on food safety and the technical regulation on food labeling as well as for selected vertical technical regulation such as the technical regulation on fish. The project component “Consumer Protection and Advice” is still highly appreciated by the project partners.   In a presentation of the project hold on 11^th of December 2006 at the parliamentary hearing for Consumer information and advice, the DUMA commission for economics, entrepreneurship and tourism sent a letter to the president of the government of the Russian Federation, with recommendations based on the experiences of the German-Russian project for strengthening consumer information and advice.

• Legal advice on the elaboration of Technical Regulations for Food Safety (provision of relevant German and EU legislation,   preparation of statements of German experts on legal drafts, organization of Round tables)

•   Strengthening of capacities at the Federal Service for consumer information and consultation and implementation of a network of advice offices   for consumers (pilot region Perm, Togliatti)

• Training of advisers of the consumer advice and information centers of Perm and Togliatti

• Support to the exchange of experience on risk assessment and management as well as the functionality of an early warning system and crisis management between German and Russian institutions
